Public Report in support of community projects in Constanta sustained by PACT through Community Fund Pontus Euxin In early June 2011, PACT launched Community Fund Pontus Euxin, totaling 32.600 RON, under its management. The Fund was established by selling tickets at the conference-event, held up by actor Dan Puric in Constanta, on November 20th 2010. The event was organized by a group of citizens in Constanta (constituted as an Initiative Group for Community Fund Pontus Euxin), with support from PACT Foundation, in order to attract funds to sustain local community projects. The main purpose of the fund is to stimulate initiative groups and NGOs in Constanta to develop projects that contribute to producing positive changes in different urban communities in the city of Constanta.

PACT Foundation held Wednesday, December 7th, from 19.30 at Café Godot Theatre, a medieval theme party, which is the second fundraising event from private sources for the Community Fund for action and transformation of villages in southern Romania. The total amount collected at this event, of 8754 lei, from selling tickets, "all pay" auction (everyone pays) for special objects donated and classic auction for works of art offered by artists, will be used to support projects initiated by groups of citizens in rural communities in southern Romania.

On how the Romanian State supports community actions of the civil society

After 6 months during which the Romanian authorities haven’t succeeded in finalizing construction of a bridge on national road 17A, villagers of Marginea, county of Suceava gathered their strengths in building a wooden bridge themselves. Instead of being thanked for the help, the people were put under criminal investigation by the Romanian State, represented by the Romanian Waters National Administration, Siret Waters Directorate. PACT Foundation, together with 21 non-governmental organizations and 1500 signers of the online petition, expressed their indignation towards this situation, as well as their solidarity with the citizens of Marginea, by sending protest letters to all the authorities involved and by informing the press about the situation. Through these protest letters, the signers “declare themselves disappointed in the solution that the authorities have chosen in order to solve the situation. This resolution only acts towards deepening the problems of villagers, that have already suffered enough of the consequences of the authorities’ remissness. Thus, the authorities succeed in evading responsibility for the situation and continue to ignore the real problem.”

Villagers declarations, posted on the petition website, underline the fact that civil society’s intervention in supporting the inhabitants of Marginea paid out: “The civil society of Marginea thanks Ms. Roxana Florescu, PACT Foundation and everyone that has been offering his/her support. Their contribution made it possible that, one hour ago, in the Village Hall of Marginea, there was a meeting that brought together representatives of Marginea Village Hall, Suceava County Hall, Waters Administration, Roads and Bridges Administration, as well as the Planner, the Constructor and the civil society of Marginea. The meeting enabled discussions on the provisory wooden bridge and the building of a new bridge. It was settled that work on the old 1.5 km access road would start in the month of March, under favorable weather conditions, and that the wooden bridge would be taken down, as soon as balks for the stone bridge shall be delivered.  The deadline for the “stone bridge” is July 2009. But this only counts as news for us, just as it does for you, we can not trust them fully; this is why we ask of you to keep a close watch on our website in the period to come; we will keep it updated with news, results of the prosecutors’ investigation, and of course, the stage of the construction project."
