Project Title:
SKILFUL CRAFTSMAN, LOOKING FOR EMPLOYER
 
 

Description:

The project „Skilful Craftsman, Looking for Employer” addresses the problems of inclusion on the job market of Roma citizens who reside in 10 rural communities from Arges County. 150 people aged between 16 and 50 years old will benefit of personal development courses, classes of professional qualification and mediation on the job market. Also, as part of the project, a brochure of the professional development course will be produced; this will be distributed to 50 community based organisations, beneficiaries of PACT Foundation, and to other community development organisations.

In this project, PACT Foundation focuses on two main areas: on the one hand on a better orientation and counselling for those searching for a job and on the other hand on the collaboration with authorized providers from the field of professional training in order to increase the rate of job market occupancy and the quality of human resources.


Location:

The project is being implemented in 10 localities from Arges county where there is a significant Roma population looking for jobs: Aninoasa, Balilesti, Berevoiesti, Calinesti, Malureni, Merisani, Micesti, Mihaiesti, Stefanesti si Vladesti,

Duration: May 2008 – April 2009
Aim: This project aims to increase the social inclusion of the Roma population from the South Muntenia region through the professional development and facilitation of access on the job market. The partner organisations within this joint venture will improve their abilities to work with Roma population, to organize courses of personal development and qualification and to facilitate their access on the jobs market.

Beneficiaries:

 

The target group is represented by 150 Roma persons (aged 16 to 50 years old), with (at least) elementary education from the active population of the 10 communities,

The final beneficiaries will be the families of the persons from the target group, the Roma communities from the respective localities, economic agencies from the area, the whole development region South - Muntenia.

Activities: 1.Promotion of the project in the 10 targeted communities

Promotional visits were made in the 10 communities, when meetings are organised with the representatives of the local public administration, of the Roma communities and potential beneficiaries of the project. In the course of these visits, promotional materials were distributed and the organizers explained the activities from the projects, the expected results and the benefits for the community.

2.Organization of personal development courses

The personal development courses took place for four days each with a group of 15 participants in each community, hence 10 groups and 150 participants in total. This course had a “Job Club” type syllabus where the participants analyzed their personal, social and professional abilities, they made predictions about their professional future, learned how to write a CV and how an interview works and made plans for employment. At the end of this course, the beneficiaries wiere able to choose a qualification / re-qualification course according to their (re)discovered personal and professional abilities and the feed-back received from the trainers or to opt for mediation within the employment process.

3.The drafting and distribution of a brochure about the personal development course

Following the organization of personal development course, a brochure which describes the methodology of this course was produced in accordance with the developed materials and with the acquired experience. The aim is to transfer the information further to other organizations that might be interested in the delivery of this course, including the 50 community based organizations beneficiaries of PACT Foundation and other organizations which work in the field of community development and professional training.

4.Delivery of qualification / re-qualification courses

The participants in personal development course had the opportunity to choose a course of qualification / re-qualification relevant for the job market within the region and in accordance with their professional development intentions. 120 persons were able to take part in level 1 or 2 courses: the level 1 courses last 3 months (120 hours of theory and 240 hours of practice) and the level 2 courses last 5 months (240 hours of theory and 480 hours of practice). The courses were held by the Association for Economic and Social Development which released graduation certificates accredited by the National Council for Professional Formation of Adults. These courses were free of charge and the transportation to the location of the course was covered by the project’s budget.

The beneficiaries were able to choose from courses such as welder, smelter, baker, pastry cook, retail worker, mechanic, tailor, home carer for ill people, waiter, shop-assistant in grocery stores.
 
5.Mediation on the job market (Assist persons from target group with employment and maintaining a job) 

This activity aimed at raising the awareness of employers regarding the situation of the target group and their occupational needs for employment and implicitly at offering support to the latter for gaining access to the job market. In order to attain this, the information offered to employers refered to the real situation of the communities that the target group belongs to, to the difficulties they meet and to their resources and potential of development. Approximately 30 employers were contacted in writing, by telephone or through visits to the headquarters in order to suggest the employment of the beneficiaries of the project. 

6.Monitoring and evaluation of project activities

This activity was implemented within the entire duration of the project with the aim of keeping track (internally and externally) on the one hand of the status and the quality of the project’s implementation and on the other hand on maintaining the rules of reporting to the Contracting Authority PHARE 2006.


Results:

- 251 Roma people took part in 10 personal development and professional orientation courses that were organized in the localities chosen in the project.
- 159 Roma persons subscribed to the 6 qualification courses.
- Out of them, 134 Roma persons attended the theoretical and practical courses on a regular basis.
- 115 Roma persons graduated and got qualified as retail worker, locksmith, upholsterer or construction woker.
- 115 Roma persons that got qualified in the up mentioned professions, beneficiated form services of mediation on the labor market. Roma persons engaged in finalizing courses also beneficiated from services of intermediation during the qualification courses, through contact with local enterprises that hosted the practical courses.
- The two CBO local partners, AECO and ATP gained significant experience in working with marginalized groups. Activities such as the organization of personal development courses and qualification courses implied continuous contact between the local partners and the beneficiaries, thus permitting the forth mentioned to gain direct knowledge on the needs and expectations of the beneficiaries. The 2 CBOs are now able to develop projects to further improve the life condition of local marginalized groups.
- 30 employers in the county of Arges were contacted in writing, by phone or through visits to be informed on the personal potential and proffesional qualification of the 115 graduates of the project courses. The enterprises were selected according to the profile of the proffesions the workers were qualified in: retail worker, locksmith, upholsterer and construction worker.
- 1000 presentation brochures of the personal development and vocational orientation courses were produced
- 547 brochures were mailed to 430 organizations and institutions from the field of professional formation of marginalized groups.
- With help from the local partner AECO and of AMEC, a local CBO from Campulung, county of Arges, 90 other brochures were distributed to the project beneficiaries and to other persons representing organizations and institutions form the county of Arges.
- The remaining brochures will be distributed by PACT Foundation to other organizations and institutions interested in professional formation of marginalized groups.

Partners: This project has been initiated by PACT Foundation, in partnership with two community organisations i.e. Association for Education and Culture and Association Youth and Friendship which have insight knowledge of the targeted communities and the Association for Economic and Social Development– accredited provider of professional training with significant experience in the region.

Association for Education and Culture Valea Mare Podgoria is a nongovernmental and not-for-profit organization with the main office in Valea Mare Podgoria - Stefanesti (Arges County) preoccupied by the development of its communities and neighbouring localities. The organisation has carried out projects for the educational inclusion of the disadvantaged children, has organised courses for the community members and has facilitated the creation of new community groups in neighbouring areas. Also, the organisation has initiated a partnership at micro-regional level for the formation of a Local Action Group (LAG) for an integrated implementation of rural development projects.

Association Youth and Friendship is a non-governmental and not-for-profit organisation with the main office in Balilesti village (Arges County) which has implemented projects and activities of support for the disadvantaged categories from the locality. The organisation has tradition in organising cultural and sports events and it has been in constant search of possibilities to renovate the sports field in the locality. The association is also preoccupied by the improvement of the relationship among citizens, local authorities and other local institutions and develops these initiatives through its monthly publication ‘The Villager’.

Association for Economic and Social Development is a non-governmental and not-for-profit organisation with the main office in Curtea de Arges (Arges County) with the mission to induce positive change in the socio-economic development of the communities in a professional, ethical and responsible manner. Starting with 1996, ADES has organized courses of qualification/improvement for more than 12 000 persons in areas such as: development of entrepreneurial skills, bookkeeping, fundamental notions of hygiene, tailor etc. The courses are focused on the transfer of practical abilities which could be easily put in practice and are certified and officially accredited by the Romanian authorities (Ministry of Labour and Social Solidarity, Ministry of Education and National Research and Ministry of Health) through the collaboration of the association with the County Agency of Professional Formation Arges.
