| Description: | Seven of the community-based organisations to the development of which we have contributed, will create in their turn two organisations each, to which they will then hand down their experience. Thus knowledge will be further transferred, not only through the agency of PACT, but also through the actions and example provided by the community-based organisations that are active in the region. | ||

project aims to empower marginalised and disadvantaged groups to act,
by strengthening community-based organisations and by promoting an
inclusive and participatory approach to developing sustainable civil
society structures in Romania. |

| Beneficiaries: |
The project is aimed at: • 7 community-based organisations in Dolj, Gorj, Mehedinti, Valcea, Olt, Teleorman and Arges counties, which took part in the "Learning, Participation, Trust" programme (the first 2 rounds) • 14 organisations or informal groups in Dolj, Gorj, Mehedinti, Valcea, Olt, Teleorman and Arges counties, located in the vicinity of the 7 community-based organisations that are our partners in implementing the project. |

| Activities: | 1.
Facilitation skills - training for the representatives of the 7
selected organisations. Each of the 7 organisations will nominate 2
representatives that will participate in one 3 to 5 - day training
session regarding the development of facilitation skills for the
formation of community groups. 2. Selecting 14 community-based groups or organisations. The selection of community-based organisations or groups will start with a workshop where the selection criteria and instruments will be established, as well as a plan of activities for the selection of the 14 groups or community-based organisations. 3. The participatory analysis of the needs of the 14 communities involved in the project. The representatives of the 7 community-based organisations will be trained as regards the use of participatory methods and instruments in the work with the community. Alongside the PACT consultants, they will initiate a participatory analysis process in the 14 new communities selected. 4. Consultancy offered to the 14 organisations regarding the foundation of the community-based organisation and its role in the community. Starting from the needs identified in a participatory way in the 14 communities and the views and objectives formulated by the newly selected groups, the representatives of the 7 community-based organisations will facilitate the analysis of the role that the 14 new groups or organisations will have in the community, under the supervision of PACT. 5. Training regarding project development and management and community-based resource mobilisation. Each of the 14 organisations will nominate 2 representatives who will participate in a 4-day training session regarding project development ad management. At the end of the training session, the representatives of the 7 partner community-based organisations will assist organisations in developing a short-term community project - lasting at most 4 months - that will meet a need identified in the community through the mobilisation of local resources. 6. The 14 community-based organisations run 4-month community projects and are assisted in implementing the project. Each of the 14 organisations will receive consultancy visits as the community project is implemented. The representatives of the 7 partner community-based organisations will carry out consultancy visits, under the supervision of PACT. |

| Results: |
- 13 community projects developed and implemented in the communities represented by the groups participating in the project; the projects responded to immediate problems affecting certain marginalized community groups from school and kindergarten children, to high school students and old people. - 7 community based organizations strengthened their capacity to better work for the development of their own communities and to act as small resource centres for neighbouring communities or groups that are looking for ways to solve their problems. - the 7 CBOs partners better understood the participatory approach used in community development and the role of a CBO in a community By taking part in the training sessions delivered to them and by being involved in the activities with the new groups; the project also helped them in adding a regional dimension to their activities and positioning themselves as development actors on a micro regional level not only at the local level. - 5 out of the seven CBO partners are strongly determined to continue their work at the regional level and become resource centres to offer support for new citizens or community groups to develop. - 13 new groups have been created and equipped with skills and knowledge related to participatory development, participatory project planning and implementation, fundraising skills and community based organisations roles and functions within a community. - 13 groups have become known within their community for the initiatives undertaken and inspired trust to other community members that change can be achieved through collective action. - Most of the groups created through the project are determined to continue their work within the community and attract resources available at regional or national level for the development of their community or mobilise resources existent at the local level and thus respond to other community problems. - Part of the members of the 13 communities, especially those directly involved in community projects have changed their attitude regarding the possibilities and resources available for the development of their own community. - In all 13 communities mobilisation of local resources has been very successful and local public institutions responded very well to the initiatives of community groups. - The project convinced community representatives of the efficiency and benefits of the community development approach. - representatives of the marginalised groups within these communities developed their capacity and become more self reliant in analysing and finding solutions for their problems. - Elaborating the “Study on the Profile and Role of CBOs developed through PACT Foundation’s Programs” - a research on the development of CBOs conducted by a sociologist with research interests in community development.
