
Ruxandra SasuExecutive Director
Ruxandra
joined our team in March 2007 and took over the Executive Director
position starting with July 2008. She graduated the Sociology and
Social Work Faculty of Bucharest University and worked for 3 years in
public administration, within the Ministry of Administration and
Internal Affairs – Central Unit for Public Administration Reform, where
she was particularly involved in the project developing the public
administrator institution. Ruxandra holds an MA in Urban Management and
Development, specializing in Urban Social Development, within the
Institute for Housing and Urban Development Studies, in collaboration
with Erasmus University, Rotterdam, The Netherlands. In June 2008 she
graduated the Community Development School, a post-graduate course
organized by Babes-Bolyai University in Cluj-Napoca and RuralNet – the
network of organizations active in community development.
topMarcela Voicu Financial Manager
Marcela
is a professional engineer. She worked for over 20 years in industrial
design and development within a specialized enterprise. Then, as a
quality manager, she designed, implemented and certified the quality
management system within the institution. She came in contact with the
non-profit sector in 2000, when she began her collaboration with the
Romanian Association for Community Development, getting to know the joy
of working with enthusiastic young people and of being able to use what
she had learned. She took the opportunity to use her experience and her
engineer rigor, by elaborating a system of administrative and financial
procedures for the organization. She has been continuously upgrading
her knowledge in the new field, by participating in various trainings
on organizational financial management, financial management of
projects financed through structural funds, or public acquisitions. She
has graduated from a master course on financial analysis and
evaluation. She has been managing budgets and making financial reports
for a large series of projects and financers. She was part of the team
that implemented the Allavida program for developing community based
organizations in Romania, the team which laid the basis of PACT
Foundation in 2006. Currently, Marcela ensures the financial management
of PACT Foundation.
topMadalina Georgeta Ene Program Director
Madalina initially joined PACT Foundation’s field team in March 2009, as a community facilitator for one of our Phare 2006 projects - Community Based Organizations, Centers for Community Mobilization. In November 2009, Madalina took over the coordination of PACT Foundation’s project Promotion of debates on Social Inclusion in support of the reinforcement of the Open Method of Coordination on Social Inclusion in Romania. Madalina has been working in the field of European financed programs since 1999; she coordinated the European Voluntary Service of the Youth European Program, and worked as an expert for the national project of the Ministry of Education - Access to Education for disadvantaged groups. Through the latter program, she offered consultancy services to school inspectorates, school managers and local and county public authorities, for the implementation of county grants. Madalina has direct expertise in the field of social inclusion, having gained it particularly between 2003 and 2005, while coordinating the daily center for orphan children Hope for Tomorrow of Saint Stelian Association.
topGeorgiana Gavrila Project Coordinator
joined
the PACT Team as a volunteer in October 2006, wishing to get involved
in community development and to get some experience in this field. She
graduated Sociology and Social Assistance Faculty at Bucharest
University – Sociology Department– Organizations Management
specialization by sustaining the graduation paper entitled “The process
of developing community based organisations from Romania”. Georgiana
worked at Foundation PACT as a project assistant and since november
2008, she’s coordonating the “Learning, Participation, Trust”
programme. At the moment she attends the Master of Social Anthropology
and Community Development and Regional Development at Bucharest
University.
topClaudia Ion Project Coordinator
Claudia joined the team in March 2010, as a project coordinator for the development of Community Foundations in South Romania. She has over 10 years worth of experience in public relations, event management and journalism. Claudia has a Bachelor's degree in International Economic Relations, from the Academy of Economic Studies in Bucharest, and a Master's degree in International Management and Marketing, from ESIC Business School Madrid. She is currently attending MA courses in Thematic Journalism, within the Faculty for Journalism and Communication Sciences.
topIoana Petrache Project Assistant
has a degree in Business Administration from
the Academy of Economic Sciences in Bucharest and is continuing her
studies in the field of community development. Her interest in social
economy and community development made her join PACT team, as a
volunteer, in february 2009.
topElena Balcos Financial Assistant and Office Manager
Elena has a degree in Public Administration, graduating from the National School of Political Studies and Public Administration, in Bucharest. Her interest of shifting to the NGO field, particularly for community development, motivated her to become actively involved in organizational activities ever since she joined PACT team in May 2009.
toptopRoxana Florescu (previous Mirciu)Trainer and Consultant
Roxana is one of PACT Foundation’s initiators. She was also the first executive director of the Foundation, from 2006 to 2008. Fairly interested in rural development, Roxana has been involved in numerous initiatives targeted at the development of rural communities in Romania, in the last 7 years. Roxana has also worked for Allavida, the Romanian Association for Community Development, the Princess Margaret of Romania Foundation, RuralNet, Babes-Bolyai University, the Romanian Academic Society, The Resource Center for Nongovernmental Organizations in Oltenia, the International Organization for Migration – Republic of Moldavia, UNDP – Serbia, the Resource Centre for public participation (CeRe) and WYG Romania. Roxana graduated from the Faculty of Sociology and Social Work within Bucharest University and has a Master’s degree in Social Work from West Chester University of Pennsylvania.
topMagdalena Tancau Trainer and Consultant
Magda has been involved in the field of community development since 2005, as an assistant, later a programme coordinator, for “Learning, Participation, Trust”. In the past 2 years, Magdalena has worked on various community development projects in south Romania, acquiring experience in using participatory methods of working with the community, among which the Theatre Forum method, as well as innovative participatory methods used in adult education. Magdalena is a graduate of the Department of Social Work of the Faculty of Orthodox Theology in Bucharest, and holds an MA in Local and Regional Development from the Institute of Social Studies, Hague, Netherlands
topOana Bahnaru Preda Trainer and Consultant
Oana has been working in the NGO sector since 1996. She worked for Pro Democratia Association, then for the National Democratic Institute for International Affairs. She is now the Director of the Resource Centre for Public Participation - CeRe. Within CeRe, Oana assists public institutions and nongovernmental organizations in advocacy and public participation programs. Besides her daily activity at CeRe, Oana has been working as a trainer and consultant for many other organizations – the Civic Alliance of Roma in Romania, the Civil Society Development Foundation, the Center for Juridical Resources, the Association for Education and Community Development Tiganesti and, last but not least, PACT Foundation. Oana has been a member of the ‘Learning, Participation, Trust’ program team since 2003. Within the program, she has been
topNicolae Cuta Trainer and Consultant
Nicolae has been working in the field of community development since 1998. He is a founding member of the Romanian Association for Community Development, the executive director of the Resource Centre for NGOs in Oltenia and he coordinates the team of trainers of Central Eastern European Citizens Network. Nicolae holds a Master’s degree in social management and community development from Alexandru Ioan Cuza University of Iasi. He has carried out over 300 training days and 150 consultancy visits for many Romanian and international organizations, among which the World Bank Institute, Youth Leadership Institute (USA), The Romanian Fund for Social Development, Workshop for Civic Initiatives Foundation (Bulgaria), CEE Citizens Network (Slovakia), Human Dynamics (Austria), ALLAVIDA (Great Britain), World Vision, Vasiliada, Romanian Angel Appeal, Education 2000+ Center (SON), International Organization for Christian Charity (USA), National Administration Institute, John Snow Institute, ALTAIR Assesores, EPTISA Internacional, WIG International, the Community Development Agency “Together”, and has been a member of the ‘Learning, Participation, Trust’ program team since 2002.

Laura has been working in the field of community development since 2001, participating in the implementation of various projects concerning Roma communities, as well as other disadvantaged communities. Along her 10 years of activity in the NGO sector, she has been working with an international assistance team (WYG Consulting/IMC Consulting, Human Dynamics), as well as with organizations such as the Romanian Association for Community Development, the Resource Center for Roma Communities, the Community Development Agency “Together”. She has been working as a member of PACT field team ever since it was founded (2006). Her expertise is in the field of community development, strategic planning, NGO development, public policies, project management, monitoring and assessment.
topAdrian Stanulica Trainer and Consultant
Adrian joined PACT team in March 2009, as a member of our field team. He has been working in the NGO sector since 2003 and has been the Executive director of one of the most representative social NGOs in Oltenia – Vasiliada Association – since 2008. Adrian graduated his master studies in Regional Development and European Projects; he is a board member of Filantropia Federation and his expertise covers organizational management, community development, fundraising, communication, public relations and strategic planning.
topAdrian Marin Trainer and Consultant
Adrian has been working in the field of community development since 2001. He is involved in projects addressed to Roma communities and disadvantaged groups. He has been providing training and consultancy services to the Resource Center for Roma Communities, “Together” Agency for Community Development and other nongovernmental organizations. Starting with 2005, he has been working as an expert in inclusive education and community development within technical assistance teams of WYG International, Human Dynamics, Ramboll, LDK Consultants. Adrian joined PACT team in October 2008.
topAdelaide Katerine Tarpan Trainer and Consultant
has
been working in the non-profit sector since 1998. Adela has been a
trainer in the team of „Learning, Participation, Trust” Programme since
2003 and she has contributed to the creation of the strategy and
operational plan of PACT. Adela was a programme and fundraising
director of the Romanian Angel Appeal Foundation until August 2006 when
she went on maternity leave. She has a great deal of experience in
social programmes management, community development and fundraising.
She graduated from the the Faculty of Sociology and Social Work of
Bucharest University, and took a postgraduate course on Social
Development Practice at the School of Development, London Metropolitan
University.
topAndreea Sorescu Trainer and Consultant
Andreea joined the PACT team in 2004. Andreea has been involved in the non-profit sector since 1997, on various coordinating positions, specialising then in Public Relations. Since 2002, Andreea has been a trainer in organisational management and community development, having undertaken two programmes of training for trainers (Civil Society Development Foundation and Opportunity Associates). She graduated from the Faculty of Journalism and Communication Sciences of Bucharest University and she was an exchange student at the Faculty of Human Sciences, Copenhagen University. She is currently doing an MA course on Communication Campaigns at the Faculty of Journalism and Communication Sciences.
topCornel Ionescu Trainer and Consultant
His
passion for financial education led to his joining the PACT team in
2006. Cornel contributed to the creation of a TV programme on financial
education called “For 1000 Euros” and has extensive experience in
financial and operational management, sales and negotiations. He
graduated from the Faculty of International Economic Relations, the
Department of International Transactions, within the Academy of
Economic Sciences, Bucharest
